  So that spa you cannot control the circ pump,  if you hold the + and - btn down at the same time then you can set the filter cycle (pump1)  don't go above F3 on the setting or you will go into an economy setting, the spa will only heat during filter cycle.

So it will use pump 1 in the low setting for a specified time based on the number F setting I choose, and it will not engage both pumps just pump 1. Is that correct?

 Yes, the spa will however go into a purge mode where pump 1 will run for 30/40 seconds then shut off then pump 2 will come on for the same and shut off.  Usually twice a day 12hrs apart.

Great. Good to know about the purge. I have seen it once or twice and thought it was an issue not a feature.
