You'd have to ask WCCO. I live in this area and I suspect that it was the local Master Spa dealer. I was shopping for spas same time as the victims in this article, and Master was the only company that tried to use this on me. And I shopped pretty much all the big brands in this area. Proof? No. Evidence? Yes.

Probably filling out complaint forms and calling around trying to get their money.

They did. The rebate was offered by Consumers Trust.
However, if you wanted to know what dealers promoted the C.T. rebate, this maybe the reason:
The state estimates Consumers Trust defrauded as many as 20,000 customers -- people who bought not just hot tubs, but recreational vehicles, travel packages and even home remodeling services.
Since this is under investagation, and there are many many dealers in various industires who uses the rebate, it may not have been prudent to mention just a few. there maybe some liability on printing names of all the dealers? And chances are, it was individual dealers, not manufactuers promoting the rebate.
However, I think the thrust of the story was about C.T. and to be wary of these deals, not about a few specific dealers. ???
I think it's a scam, illegal, and would be great to see a full list, regardless of how long it was of any business offering the CT promotion.

I don't remember a single onel
While the article is only a month old, there purchase is 3 years ago. Didn't Consumers go under? This one is headed for DEAD HORSE soon.

I think that's part of the point- that this "rebate" was to happen after you held onto the spa a number of years- and those years passed on the tub in the article posted above, yet no rebate. Big Surprise.
The Tribune article is dated early October of this year, so it's only a few weeks old.
