Title: Gulf Coast Spas LX5000B not working - need help

I got a free Gulf Coast Spas LX5000B and am trying to get it up and running.  The previous owner bought a new pump for it then let it sit for 2 years before deciding he didn't want it.

Here are the specs:

Gulf Coast Spas LX5000B, Blower yes, Stereo no
Controller: Aerware IN.XM1
Pump: Waterway PF-30-2N22M
BLower: Air Supply of the Future Inc Part No. 2510120f

Currently I have 220V going into the controller.  The controller screen reads rH Pr and has a red light flashing by the wrench.  The top display reads OH, shows a solid wrench, a flashing temperature icon, and the numbers 1 and 3.

I have just cold water in it and can not get water to flow.  I have bled air out of the system by loosening the heater and motor unions till they drip water.  All T slice gates are open.

Can someone help me diagnose beyond this.  Thank you in advance.

I would start by checking the fuses.

I would start by checking the fuses.

I checked both fuses where the power comes into the controller and I have 120VAC on both sides.

While I was at it I checked the power output for P1 which goes to my pump and I'm getting 122V from one phase and 67V from the other phase.  So I'm not surprised the pump isn't working with that voltage.  I'm not sure what to do to correct that.
