Got a free 86 hot springs classic, newer pump but no heater. Looks like the 120v heater is discontinued, can I convert the heater part of this to 230v?

Welcome to the forum. I'm sure a lot of experienced people will be around shortly. I use to own a home pc repair business and I used to see a lot of those tubs. They last forever!

I wouldn't much effort or money into a 30+ year old hot tub, personally. I've seen a lot of people decide to something relatively minor like a heater and before you know it there are 5 other things that need fixed. Now you've spent a thousand dollars and still have a 30 year old hot tub.

Had you not gotten it already I'd have quickly agreed with above, that's way out there age wise. Since you have the spa I'm sure you feel the need to go further so just Google "Hot Spring Classic replacement parts" and you might find someone to tell you what the replacement would be and then you can decide whether to continue once you know the cost.

I’ve searched high and low, the element is discontinued and no longer available. Rather than throw in the towel just yet, I figured I could make a custom plate that fits the housing and use a 1.5 kW 120v water heater element.
