Title: Balboa Circuit baord Spa heats past setting then OH

Hello, new to site . need help please. Have a cal spa / Balboa circuit board Model # 1500-1. I installed new pump and new flow valve.
Spa runs past temp setting 102o. ??? then goes to a OH code. I will then push temp button again and it will heat again past setting and OH ?

Any help would be a great help. Thank You !!

 The heater relay is stuck on the on position....needs new relay or board.
