Title: Hot tub restoration

I have an old Hot Springs Hot Spot which was one of the round ones with the vinyl skirt. It works great and we love it but there are tiny spots (bb size) that look like rust. Is there a way to refinish the surface? It appears to be plastic not fibergass.
