Maybe somebody should start by telling them it is not a "Jacuzzi..." and go from there.

That's more like a cement hole or a patio hazard than a "Jacuzzi". Could you imagine little one's running and falling into that thing? I'd fill it in with dirt and give my wife a nice flower gaden, or maybe grow some sport peppers.
