Title: Repairing a Coverplay Cover-up Cover

I have a 2006 Jacuzzi 385 with the matching Coverplay Cover-up Cover.  The female part of the elbow at the bottom of the lower bar came out of the threaded male "VersaMount" bracket.  The bracket was still attached to the hottub. I don't know how it came unthreaded.  I am not able to rethread the bracket back into the threaded elbow due to the bracket spring not allowing the two parts to spin around.  I was thinking maybe I could unscrew the lower bar from the upper bar so I could screw the pieces togeter, but the 3 screws won't budge.  Any suggestions?
