 I saw that in the news the other day, makes me wanna puke.  And I can handle just about anything.

Yeah, I saw that too. I believe they discovered the problem to be a tanker of A&W Root Beer that ran aground.

According to the story - it is (seriously) basically most of the same stuff that typically causes foam in our tubs... a build up of salts, organic waste, etc.
