How often does the circ pump run on a new A7 spa? Does it always run, programmable, etc? What is recommended?

The recommended amount of filtration time is the amount YOU need to keep YOUR water clean. There are a lot of factors that affect this. How clean are the bathers when they go in? How long do they soak? What are you using for sanitizer?

Spa gets used on avg 3 times a week for about an hour. Bathers mostly go straight in without a pre-rinse.
For sanitizer I'm using Spa 56 Chlorinating Granules

6-8 hours of filtration per 24 hr period is the "general rule"

To answer your questions, the factory default is 2 hours, twice per day and it is programmable to whatever. Did you add the dedicated circ pump or are you just going with the standard set up? If you added the dedicated circ I would probably just set it for continuous operation. With the low speed on pump (standard configuration) I usually recommend starting with 8 hours (total) per day and see how that works for you. After a couple of months you can adjust as needed.

BF A7L came with the Circ Pump.... I'm trying to figure out optimal setting for it with what features are available on the spa.
I wasn't sure if the CIRC pump is always running and if not, what people do for programming it.

I recommend setting it for continuous operation. Pretty much every other hot tub with a circ pump the default is continuous. For some reason, Bullfrog doesn't do that.

So set filter one schedule for 24 hours or do 12 hours on filter 1 schedule and 12 hours on filter 2 schedule. Each schedule kicks off a flush of the jet packs if I'm reading the manual correctly
