Title: Marquis Spa overheat won't reset

I have an older Marquis Spa with a Balboa control board.  I  filled the spa and then accidentally left the hose in and siphoned the water out.  The system did not shut down on low flow because I had bypassed the flow switch.  It shut off on high limit and I have a flashing heat light.  I have refilled the spa and cannot get the system to restart.  Can anyone tell me how to reset the board after a failure of this kind?  The heat elements ohm out fine.  It appears to just need a reset command of some sort.
