Tiger River Spa Bengal 2005 Jets wont turn on

Hello, I have a 2005 Tiger River Spa Bengal model. I was recently having problems with the breaker tripping repeatedly. My first thought was the relay board was fried, so I replaced it, but that did not fix it. The 20amp breaker was still tripping immediately, so I replaced the breaker thinking that was the easiest fix. The breaker no longer trips and the hot tub received power, but now the jets won't turn on. I am unsure of whether the pump is broken or if there is some other issue. Is there a way to test this? Do I need to replace the pump? I believe the part is Watkins 71699 Wavemaster but it is more expensive than I would like to purchase for this hot tub. Could I just buy any other hot tub pump?

Any pump with similar specs will work. There is nothing special about the Watkins pumps. They buy them from other companies like US Motor and slap their name on them.
