Caldera Palatino spa won't turn on

I noticed yesterday my spa was off, so I checked breakers and all and then checked power to my board. All of that is good, and then I checked the fuses on the board as well and they are fine. But my hot tub will not turn on, the display if off on the top as well. So I am thinking its either a control board issue or the display on top. would the spa come on even if the display is completely out?
