Cold weather install, possible delay before power on

We are taking delivery of a HotSpring JetsetterLX next week, with the electrical hookup happening the same day. In my city, I'm not supposed to turn on the power until after the electrical inspection is done (at least that's my understanding), which may mean the tub is sitting, unfilled in freezing temperatures, for a few days. I know that there is some residual water in the tub from factory testing - is this going to be a problem? If so, what can I do to make it better?

Put a space heater in the equipment area. Preferably a thermostatically controlled heater.

But be careful on placement. Make sure it's safe.
