FL 1, New Owner

Hello, I am new to owning a hot tub...we bought a house with a Sundance 680 series about 2 months ago.  Just a few days ago, I received an fl 1 error code.  Neither pump will run, light won't turn on, fuse checks good, and I have reset the breaker.  I also disconnected the flow switch pins from the control board and just tried resetting everything.  Also, I removed the filter and nothing changes.  My question is, what should I do to get my pumps and heater running from here?  My concern is that here in NW Montana, it's getting pretty consistently cold and I am a bit worried about freezing since it is an outdoor tub.  If there is any other troubleshooting/information I can collect to help solve the problem, it would be much appreciated.
