Imagespa - Replaced the board, now no motors or light

I have an Imagespa with Balboa: 2000LE, ICON31 board.

Everything was working fine except for the heater.  I bought a replacement heater but still no heat.  Checked voltage at the heater and found no voltage, so I figured perhaps the board is not good, so I got a new board off ebay: https://www.ebay.com/itm/164375879685?nordt=true&orig_cvip=true&rt=nc&_trksid=p2546137.m43663.l10137

I swapped in the board and made sure everything is plugged in exactly as it was.
When I turned on the power, the control panel seems normal, it boots up with a 0, then shows the set temperature and actual temperature.  However the motors won't go (has two pumps).
When I press pump 1 I see the light under it go on but no action.  Same for pump 2 and the light.  However not even the light goes on.  I also notice I don't hear any relay clicking like I did with the old board.  Previously soon as I turn on the power I can hear a click.  Dead silence with this one.

I feel like there is a common relay or something that is not working or not connected that is causing everything to not switch on.

Ideas?

You would have to post photos of the circuit board and also the inside cover with the schematic on it.

CanadianSpaTech:
Are the 2 big buss fuses (SC25 or SC30 on them) top left from the original board. They protect the pumps and the pumps won't run if they are blown. Have you tested them?

No I didn't transfer anything over from the old board.  All fuses were included.
I checked for continuity on all fuses and all were good.
