Pump recommendation?

Any suggestions on how to increase pump low-speed start up torque in a permanent split capacitor motor?

The old pump had a capacitor start motor but this new one has only a run capacitor and there's not enough torque to kick the motor into low speed.  I've got the work around but I'm looking if there's a possible modification that can improve that lacking start up torque.

Thoughts?
