Won't hurt the surface. Run in the affected areas and see if it chemically lifts the build-up. If it does, do that and we can help moving forward on how to prevent this.

Do you know if CitraSolv cleaner would work? Its a citrus terpene (d-limonene) based natural cleaner. Very concentrated strong stuff. I even use it to vapor-polish polystyrene 3D printed parts. I love the scent of it tbh haha. But I'm wondering if it's too aggressive

I cannot speak to the specific product you mentioned. Sorry. The citric acid test is merely to help identify the origin of the offending deposit. If Citric Acid works, its generally a mineral (iron, calcium, lime, etc) that is easier to lift chemically vs. elbow grease. If it doesn't work that well, it could just be undissolved chemical build-up and a gentle scouring product (I like Mytee Mitt!!!) will make short work of it.
These are mere suggestions. Many ways to take care of this!

I noticed before draining a white film around the edges near the water line and figured I could clean it when I drained. But this stuff will not budge despite my scrubbing. Is this "scale"? It seems more like discoloration than actual substance. Any advice on how to remove it? I know there are products for prevention of scale, but not finding anything for removal.
You mention that you have a refurbished tub..If this tub was sitting around empty with water just sitting in the lines I have a strong feeling that the white scale might be bio film build up in your plumbing..My advice ( and i've owned and maintained the same hot tub for 20 years) is to purge and clean the spa..Even if I'm wrong and it's not biofilm you are not going to hurt yourself by purging and cleaning the plumbing system...Sometimes if the bio film buildup is bad , you may have to do this 2 or 3 times to get system all cleaned up, but don't get discouraged it will clear up...As far as any caked on residual build up on your hot tub, I agree vinegar solution with distilled water and use a Mr. Clean Magic Eraser will get that hard to remove buildup off your tub..I've used it on mine when I had a bio-film problem several years ago due to my tub sitting empty for 6 months...
