Aruba spa 2003 weak jets

Hotubob2019:
When the hotub is turned on, via a breaker, it enters the filter phase but then after about 30 seconds it enters phase 2 with weak jets. The jets have been getting weaker. I have a new filter put in and the water is balanced. Also the control panel shows a 0 (zero) on the display and doesn't respond.  The control panel did not work prior to the weak jet issue. I don't know where to start.
