Knowing when to change the water

I have a 375 gallon bromine spa. I use a Taylor Technologies testing kit. Do you change the water when, after you've balanced the water,  it is still a bit cloudy -not really bad, just not crystal clear- and the water was just changed 5 weeks ago and the TDS is about 700? Or is there something else to try first? Thanks!

Don't go straight to a refill.  There's stuff you can try before that.
