All water lines in J-345 are sticky on the outside

I have a J-345 that is 12 years old. I have not been in the equipment compartment for four years. When I opened it up today, I found that all of the water lines are very sticky. Sticky enough that I had to use Goo-Gone to get it off my fingers. I have never seen this before. Any ideas as to what has caused this? Thanks.
