Heater may be dry error

I have an artesian spa and seem to get an error about the heater being dry when I set it to 103. Is there a way to avoid this error? Its a new tub so there 'shouldnt' be an issue with the tub itself. hoping there is something im just missing.

Did you just do a drain and refill?
