2004 sweetwater bahia changed water spa stopped working

Spa turns on and pumps operate with high limit switch unplug from the board when high limit switch is plugged into the board the spa control panel displays 3 dashes and is in Watchdog mode...

With the high limit switch on plug from the board and pumps operating I can hear water going to the heater but the heater metal pipe is not getting warm!!! 

Not sure which direction to go from this point can someone please help!!???

Most likely a temperature sensor.
