New J-280 Pump 1 won’t shut off

Hooked up the electric today and it’s at the proper temp. However pump 1 won’t turn off low mode. When I press jet 1 button it’s either high or low but won’t shut off. I turned primary filtration mode to 4 cycles at 1 hour each cycle but it doesn’t seem like it changed anything. Is this normal?
