I was quoted $7000 if I pay cash. Does that sound like a fair deal?

Yes.   Steps or lift thrown in?

From my experience your R5L price seems high. We bought our larger R6L tub early last year for $6859 delivered, including Wellspring filtration pump & ozone and shell-matched jet packs with brushed stainless jets (but no coverlifter or steps). Purchase was made in west Texas, where sales tax is waived with a doctor's prescription.

That is a very low price.  You got what I would call a great deal.  I would not sell that spa at that price, even without the filtration pump.  Was it a floor model or scratch & dent?  The op's price is definitely within line of what most dealers would sell an R5L for.

We think it was a great deal too! The $6859 asking price for the R6L was offered by our El Paso dealer right off the bat with no haggling involved. So we ordered and paid cash for it and the tub was delivered by the dealer, brand new from the Bullfrog factory, in about 6 weeks.

He won't be around long selling at that low. Even doing a Costco event, pricing is higher.

Exactly.  It doesn't really make sense.  There has to be more information here.  Do they not have their own service and delivery department?  Limited retail hours and location?

I just purchased an R5 less than 6 months ago for $5800. But that did include a $500 factory rebate. So I really paid $6300. I love the tub.
