Problem with Cal Spa pump

This is a Cal Spa  PS4 which we have had for 9 years. It developed a pattern in  which the pump would be pumping, the heater would come on, and then  bubbles would come from the outlet, the heater went off, and then the cycle repeated. I put in a new filter cartridge, but it made no difference. This went on for several weeks, and then I found a leak, which turned out to be from the pump’s seal.  I replaced the pump, and the same thing started happening.

Has any one suggestions as to what to look for? Thanks. GH.
