2006 Vanguard not heating

My 2006 Hot Springs Vanguard is not heating to temp.  It stays around 80 degrees, I can't tell if it is heating at all (doesn't feel like it) or is unable to get temp above 80-81 degrees.  No reset button on heater, Lim ok is green, HTR On is Red, Control unplugged is dark.  Circ pump seems fine, filters seem fine.  Tried several breaker resets to no avail.

I am planning on calling for service as I don't have enough of an electrical background to do any further checking, or at least much.  I am just trying to get an idea of what might be wrong and a ballpark guesstimate of cost before I do as money is tight.  I am in Chicago.  Other than having the rear control panel replaced and a new circ pump about 3 years ago, this spa has been flawless until now.

Is your 3 year old replacement circ pump working? You should see Ozone bubbles coming from the very bottom vent in you floor of the tub if it is.

It's your heater relay board.
